I think you have something with the "create excitement" tactic. When I lived in Wyoming the RMEF national convention was in Denver one year so I went down for the weekend. I spent a lot of time talking with Wayne Carlton and that is a big part of his strategy when the elk are cranked up good. His fighting cow call is great for creating that excitement my hunting partners and I have had good luck using it. We don't bugle much, but if we do it is a real high pitched squeal with little grunting at all if any. We want them bulls to think a young bull is in the midst of a bunch of cows. It seems to work and we have used it in Wyoming and Colorado with good results.
